Goulbourne is a graduate of the Edinburgh Business School with a Masters in Business Administration (MBA) with specialisation in Strategic Planning. He is a Chartered Insurer, a Fellow of the Chartered Insurance Institute (FCII), an Associate in Reinsurance (ARe) and an Associate of the Institute of Chartered Secretaries and Administrators (ACIS).

He has over 25 years experience in general insurance having worked in underwriting, claims and reinsurance.
